Project Manager will oversee and manage the entire project responsibilities including the coordination and completion of project activities on time within budget and within scope. Summary of Key Functions

In this role the Project Manager will be responsible for project management ensuring quality and results by:

Overseeing and managing of the project on day-to-day basis;

Overseeing monitoring and evaluation activities of the project;

Managing partnerships, policy, resource mobilization and advocacy efforts, and;

Facilitating knowledge management and sharing

The Project Manager responsibilities will include (but not limited to) the following:

Manage the overall delivery of the project interventions in the targeted areas.

Provide leadership in planning, project start-up, project implementation, and development of quality control systems.

Develop project implementation plans, recruitment plans, procurement plan, reporting mechanisms and training plan using the project-monitoring tool.

Lead and determine the operational needs of the project interventions.

In coordination with programs team determine the training needs of staff and organize capacity building as needed.

Exercise overall responsibility for financial management of the project, track budget and ensure that all activities and expenditure are conducted within budget allocations and manages project activities according to the scope of the grant and budget.

Works with the MEAL and Programs departments to implement monitoring and evaluation plans for the project and facilitate monitoring and review of the project with staff to assess outcomes and capture lessons learned.

Works with the MEAL, Reporting and Program personnel to implement and maintain prescribed reporting systems to monitor and evaluate the objectives, indicators and outcomes and ensure accurate and timely data collection at the field level.

Ensures the compilation of data for weekly, bi-weekly reports and quarterly reports with the MEAL and Programs is done adequately and correctly.

Provide technical guidance on the overall strategy for project design and management

            Ensure that all project activities and trainings are both in line with organization standards and ministry and local government requirements.

 Assist in conducting the market and contextual assessments before start of project implementation in order to define the modality of assistance.

            In coordination, lead beneficiaries Identification and selection process and ensure proper targeting of communities and beneficiaries as per the project selection criteria and design

            Work closely with MEAL to ensure activities are contributing towards project targets.

            Perform any other related duties as assigned by the supervisor.

Human Resources

Organize the structure of the team in line with budget limitation, standardized positions and implementation strategy.

Coordinate with HR department in the development of TOR, advertising of jobs, pre-selection of candidates, tests and interviews.

Ensures the development of the staff through proactive and continuous improvement of staff capacities and team dynamic through mentoring, coaching, training and appraisal.

Day to day management of staffs: leave requests, planning etc.

Logistics

Procurement: organize the procurement planning process, launch procurements through clean, timely and accurate order forms, follow up with logistics the ongoing procurements.

Quality control: participate in the quality checking of all samples at selection and delivery stages and provide timely and accurate feedback to the Logistic department.

Stock: follow up the project stocks in coordination with the Logistic department and the Field Coordinators: monitor current, upcoming, distributed, required and final remaining stock.

Fleet: contributes to the effective fleet management in coordination with the logistic department through accurate and timely planning of vehicle request.

Assets: ensure the availability of the required assets for the team including communication means and control.

Finance

Budget management: initial and regular (monthly) forecasting of costs and crosscheck expenditures, taking into consideration potential delays. Timely and accurate requests for cash in coordination with the Finance department.

 

Bachelor’s degree is required.

Two years of relevant work experience. Experience in managing livelihood’s department is considered an advantage.

At least 1 years in project management at a senior position.

Proven experience managing large scale programming and good knowledge of budget management tools.

Proven experience in managing several teams in different sectors. Strong interest for management and capacity building.

Proven experience in managing resilience-based programming including livelihood component.

Proven experience of support to civil society organizations.

Proven experience of managing food basket’s distribution programming.

Experience in reporting and external relations.

Result oriented, strategic thinking personality.

Excellent English skills, both oral and written.

Excellent computer literacy, including MSOffice (Word and Excel).
